I Am not sure you have your facts right. I know this, grand regency was sold. yes money was not received by treasury and it was never meant to be. grand regency was sold by central bank whose money was borrowed to build it. they(central bank) are holding the sale money. correct me if i am wrong because i think you are wrong!
